Govtech summit - Paris at a glance


On 14th of November, I headed towards Paris for my first attendance of the govtech summit.  At this packed event the state of play of govtech was celebrated with startups and government representatives.
Daniel Korski and the whole team of public.io are the organizers of this year y Govtech summit.
There are 4 parts of the event:
a meeting zone
A break out zone
A small exhibition area
A plenary auditorium

  • Privilege in the format on panels or fireside chats: So the role of the moderator I the panel was really important to provide relevant interactions.  This to avoid powering it is I understand.
  • focus on the startups that will get a grip on the govtech market;  it was a lot one way seeing the startups going into the govtech battlefield, without really understanding the needs and specifics of a public administration.  The answer to silos was just to push entrepreneurial spirit into an administration.  At a certain point I thought that this was a little savage as a go to market strategy.
  • matchmaking : impossible due to the number of people present in the event / just impossible and the Bella app was not useful therefore.


My takes:

Estonia President :

Career path not separate public or private, so a lot of go between.
Role of government is to create a permissive legal space for technology to work.

Panel highlights: 
Cedric O!- Funny he was talking about his name with one letter -> issues in 
The procurement word is out!  These are the actual procurement rules that are very stringent and hamper inovation.
Look beyond it.
Risk taking culture -> it is in the middle management that there is an issue, as they feel threatened.

Bird steps
Interesting to see that BIRD has created a tech tool to be compliant in cities, even in the future they will be able to automate the speed limits in front of schools etc.   

Moving towards the afternoon, I choose two workshops
PANEL citizen participation.

- The question was raised how to avoid Trolls into the public debate.  Also consensus building methods need to be found.

- I like to hear that technology should be used  to listen better instead of talking louder (this is my perosnal critique how politicians have misused twitter to shout)
- the “grand débat national” was mentioned having a huge impact, and that taking into account the diversity of opinions was very important, not merely representativity.   

- Not only innovation in UK and France, also a specifici govtech Polska strategy has been put in place.
- Also administrations when working with external actors need to move from value extraction to value creation in working in partnerships


On the booths, I had a nice discussion with several startups cinapsis, convaise, commex, and than stumbled on Thomas Cottinet from the liberté living-lab; this place seems really unique as an innovation ground for public sector innovation.  On my watchlist!  All in all lots to say about the Govtech summit, everything really cramped in time and location.  Looking forward to next years edition, but than a more diverse viewpoint please.
